ISABEL: mInimize coSts and mAximize Benefits in the transitionary European regional Labour markets

The process of green transition is reshaping national and regional economic landscapes and causing changes in the ecosystems of various industries, underscoring the urgent need to design effective and equitable strategies to minimize the effects of job losses and maximize the benefits of new job creation in a socially just and geographically equitable manner, in reskilling patterns.

The main objective of the ISABEL project is to provide a solution to the problem related to job creation and destruction (JCD-Job Creation and Destruction), using new technologies, such as Artificial Intelligence (AI) and Large Language Models (LLM).

These technologies will contribute to the understanding of the social and geographical consequences arising from the process of job creation and destruction across Europe, expand knowledge about the factors that govern this process and highlight ways to minimize impacts and maximize benefits in a socially and spatially fair manner.

The project’s approach includes upskilling and retraining workers as well as redeploying manpower, based on existing and projected skilled labor shortages, using artificial intelligence technologies to support these processes.

To achieve the main objective of ISABEL, the above elements will be examined at 3 different levels:

  1. at pan-European level, between EU regions, UK and Serbia (NUTS2), using secondary data;
  2. in 6 countries of interest – Denmark, Greece, Poland, United Kingdom, Serbia, Spain, with primary data collection and analysis and

by carrying out Living Labs that focus on 6 regions with different socio-economic characteristics.
