This report provides DeCarb partners with the background, rationale and methodological tools for an ex ante socio-economic impact assessment of the decarbonisation of the energy sector in DECARB territories, as well as with a preliminary outline of the data analysis approach. To carry out the impact assessment of coal phase out in partners’ regions, a tentative model is constructed to account for differences in regional socio-economic variables due to the interaction between environmental and energy policies, in particular, between energy-mix determination and GHG emissions’ reduction policies.

The Good Practice Guide at hand presents 22 cases of decarbonisation practices gravitating around the energy production and supply sector. All the cases presented have been methodically selected from a significant amount of data that was collected in the context of the EU-funded DeCarb project activity A1.2. The reader will become familiar with (some) technical, environmental, social, policy and economic aspects of current efforts on the part of EU member states to decarbonize the energy sector and make available clean, renewable energy for all.
The cases collected by DeCarb partners from Bulgaria, Poland, Hungary, Romania, Denmark, Germany, Greece, Slovenia and Spain testify to the complex dynamics of fossil fuels’ phasing out and the risks associated with it
Good Practice Guide – Decarbonisation and clean energy transition DeCarb

This report outlines the methodology for DECARB activity A1.2 and provides the tools to identify good practices of decarbonisation in the energy sector. The methodological approach developed here aims at gathering evidence on successful interventions and processes that led to the formation of energy policy ecosystems conducive to/aligned with the aim of clean transitions for regions largely dependent on carbon for energy production. The main purpose is to compile a Good Practice guide to facilitate policy learning and to serve as a long-term reference point and tangible output of exchanging experiences and gaining knowledge on effective decarbonisation routes and major socio-economic and policy aspects.
Methodology for the identification of Good Practices on decarbonisation and clean energy transition DeCarb

This report presents the findings of the analysis on environmental restitution and land restoration needs in DeCarb territories harshly suffered from intensive coal driven activities. The analysis focused on territorial attributes and sketches the (coal) profile of DeCarb territories, discussing also post mining land uses that are physically feasible and exhibit the higher value for local communities.
